Windows 10 IoT Core (1577) Failed to Start

After starting Windows 10 IoT Core, the following message sometimes appears, After starting Windows 10 IoT Core. What could be the reason?
I tried several raspberry pi devices and it happened the same way.

Hardware environment:
- Raspberry Pi 3 B (7 pieces - different production time )
- Good quality power supply
- Connection: Only Ethernet or sometimes HDMI Monitor
- SD Card Samsung (Microsoft Suggested version)

Software environment:
- Windows 10 IoT Core (17763.1577)

Test process:
I restarted the 7 test devices 250 times.

Result:
The error appears once out of about 20 starts

How do you restart the device? What's the time interval between two restarts?

Hi,

Restart process:
1) Switch off the power supply
2) Wait 45-60 seconds (be sure to be off)
3) Switch on the power supply

Hi, Could you try using system shut down command instead of switching off the power supply to see if it makes any difference?

Hi, Tested if shutdown from Device Portal, no above error. But in a built-in location (such as a production line), it is not always possible to shutdown the device in this form.
What if there is a power outage or that part is regularly disconnected from the power supply (example: production line or factory building, etc.).

Hi,
Cutting power supply directly is not friendly for both software and hardware. It is not suggested to shut down in this way.
For exception case, like power outage, to prevent such start failure situations, a backup battery power supply may help, at least you have time to turn off devices.

Hi,
I understand the answer (but sometimes there is also a power outage).
But it is interesting that the following error message appears. Then I restart (with power supply off/on) the device, then it starts without error.
There is something wrong with booting.

I want to ask when and what is the solution to the problem?
Because I have tested the above even further and it is a clearly and systematically repeatable problem.

Similar problem. Trying uwfmgr.exe to solve it. It will prevent SD card to be written. https://docs.microsoft.com/en-us/windows/iot-core/secure-your-device/unifiedwritefilter
