Windows 10 intel chip How to enable APIC?

The question explains it all, I see a lot of people talking about it but no one explicitly says what folder/setting/magic trick do I use to enable/disable this setting.

If you need more system info or anything else in order to produce an answer then please ask away.

The external I/O APIC, as a part of the intel chipset, its main function is to receive interrupt events from I/O devices, and then forward them to the local apic. In a multi-processor system, such a thing must be considered, that is, when When there is an interrupt message, which core to send the interrupt message to, or which core to allocate the interrupt to, this mechanism is also what I/O apic does.

It seems that you had some trouble reading my question. I did not ask what it was. I asked how do I enable or disable it.

You couldn't enable it within Windows interface and you could enable it from BIOS/UEFI , you need to open that's setting and enable it from there. You should refer to your device's manufacturer support on how it is being done or ask Intel's support:
