License Error - Can't setup Windows 10 Pro to Organization - error 80180018

I had a corrupt windows user profile (mine) and had to create a new user for me in Azure AD. I have Microsoft 365 Business Standard subscription.

I did the following steps:

  1. Set up new user in AAD

  2. Set MDM and MAM to "None"

  3. Set up user in Office 365 Admin

  4. Assigned Office 365 Business Standard license to me

  5. Gave new user Global Admin (and others including Intune Admin even though I don't have an Intune License subscription in Business Standard)

  6. Reset laptop

  7. Selected Organization owned

  8. Entered new user name and password

  9. Received message: There was an error with your license....error code 80180018....More information: www.microsoft.com/mdmerrors

I tried setting MDM and MAM to ALL but then I received error: invalid_user error.

As far as I know, I followed all microsoft documentation.

How do I fix this?

not exactly sure what you mean but no. this is a new pc setup. i am on the blue screen entering my user account details

I ended up having to create a local account and join to Azure AD that way as opposed to Joining to AAD via the OOBE. Don't know why that worked and joining through the new PC setup didn't but there you go.
