MS Calling \ PSTN Usage Location Regultions for travelling users

Scenario 1:

User is physically located in the US but travels to other countries regularly. Has a 'usage location' set to Brazil. Has MS Teams Calling plan assigned.
Travels to India and wants to make PSTN calls to users domestically and back in Brazil.

Question:
Are there any regulations or technical constraints for the use of the same calling plan to make outgoing calls to domestic users (India) in the Brazil or other countries?

Scenario 2:

User is physically located in India. Has a 'usage location' set to India. Has a Brazil Provider MS Teams Calling plan assigned.
Wants to make PSTN calls to users domestically In India and back in the Brazil.

Question:
Are there any regulations or technical constraints for the use of the Brazil provider calling plan to make outgoing calls to domestic users (India) in Brazil or other countries?

Currently, there is no specification about regulations or technical constraints for travelling users with Microsoft Teams calling plans.

In general, it is related to the type of calling plans, domestic calling plan or domestic and international calling plan.
