Please check the followings:
- Right click the OneDrive icon in the task bar -> Settings -> Network -> make sure Upload rate and Download rate both select Don't limit.
- Check the version of OneDrive, update it to the latest. Please refer to this article: OneDrive release notes.
- Try to create a new library and upload/create a few files in it, sync it to a new location via OneDrive to see if it is still slow. If it isn't slow this time, this situation may be caused by the large number of files in the library/local directory. Or in other words, It is the normal time needed by OneDrive.
