Which commands did you execute? Which OS do you use? Which folders were involved?

i deleted some files from these two folders

This is related to the Edge browser, not Azure IoT Edge :-)

If you had permanently deleted the relevant files/ folders for the Edge browser then it is a better option to uninstall the Edge browser first and then reinstall it.
I suggest you refer to the steps below.
1. Go to the Control Panel\All Control Panel Items\Programs and Features and find an entry for the Edge browser.
2. Right click on the Edge browser entry and click on the Uninstall option.

3. Follow the process and uninstall the Edge browser.
4. Visit the Download MS Edge link, download the MS Edge browser and install it.

Further, I would not recommend you to manually delete any files/ folders for any applications.
