Micro-freezing/stuttering with newly built gaming PC

(please ask anything I may have left out or forgot to provide as this is my first time building a PC)

Ive recently built a new gaming PC and im having an issue where at a random point in doing anything on it, it will freeze like 4 times per second. the image, audio, mouse cursor, even the RGB on my keyboards and mouse will all mini-freeze many times per second. when i try to reset the PC, it will sit at "restarting" screen for 10 minutes and then crash (blue screen of death) with the error code: DRIVER_POWER_STATE_FAILURE. I have checked all my drivers and they are all updated. ive tried running administrative command prompt and running the command sfc /scannow and there are no corrupted drivers. everything checks out fine. also tried running the command REG ADD HKLM\SYSTEM\CurrentControlSet\Control\SafeBoot\Minimal\MSIServer /VE /T REG_SZ /F /D Service and directly afterwards start net msiserve. everything installed and i restarted my PC. still happens... Im at a complete loss. it completely messes up what ever im doing at the time. my specs are listed below:

Case: Corsair iCue 220T
Motherboard: MSI MPG X-570 Gaming Edge Wi-Fi
CPU - Ryzen 7 3700x
GPU - MSI RTX 2060 Super 8gb
RAM - Corsair Vengeance 32gb
PSU - Corsair CX750

If there is anything that I left out that needs to be provided, please let me know, because Im new at this! Ill be checking back regularly!
