Are you talking about VMs in a Host Pool of Windows Virtual Desktop?

Does this creation keep happening all the time? Till now, are there new desktops being created in Task View?
Do the new desktops have apps opened or just desktops? If they have apps opened, can you tell us which apps are they?
Please try to start your PC in safe mode. Does this issue persist in safe mode?
Safe mode starts Windows in a basic state, using a limited set of files and drivers. If a problem doesn't happen in safe mode, this means that default settings and basic device drivers aren't causing the issue. Observing Windows in safe mode enables you to narrow down the source of a problem, and can help you troubleshoot problems on your PC.
Please perform a clean boot. Does this issue persist after clean boot?
A “clean boot” starts Windows with a minimal set of drivers and startup programs, so that you can determine whether a background program is interfering with your game or program.
