migrate mail servers on phases

we need to migrate mailboxes on phases from mail server 2016 to mail server 2019 under different domains

is this applicable?

Hi,
What's the "on phases" do you mean?
If you mean on-premise Exchange cross-forest migration, an easy method is to migrating the PST file:
1. Export the mailbox to PST file
2. Move the file to new server
3. Create mailbox in new server
4. Import data from PST file to new mailboxes: Procedures for mailbox imports from .pst files in Exchange Server
