EMS licenses for Configuration manager

I purchased EMS licenses so we know it covers Configuration Manager.

Does EMS also facilitate the endpoints that need to be managed. All users on O365 has an EMS license assigned. This means I can manage all the clients?

What about endpoints that don't have a user assigned? What license is required for those?

Even though EMS/Intune is a user based license, SCCM is more device based tool.

It is required by Microsoft that if you are going to manage 5k clients you need have 5K SCCM licenses. Which can come through EMS or EA. Whether or not those SCCM clients are associated with a user or not.

Hi, @KhamateeBrown-9099
Thank you for posting in Microsoft Q&A forum.
Yes, you have rights to use Configuration Manager to manage clients covered by the EMS license. First download and install the evaluation software. Then contact Microsoft Support to obtain the license key. When you talk with Microsoft Support, ask them to reference the internal article ID 4033838.

Allen,

Does the same apply for customers who purchased through a CSP partner?

Microsoft 365 E3/E5 customer looking for keys to activate Endpoint Manager; does the customer contact Microsoft Support or call the CSP partner's Support to get these keys? Customer contacted Support and was told they needed to call the CSP.

Secondary, why isn't there an option for the admin to be able to self-service on this by simply clicking a link to get the keys?
The provided information on that link you provided is not clear. There are plenty of discussions on the web referencing this ID but it is either an internal Microsoft link or broken.
