Can Windows IoT support SCADA environment?
Assuming that 1000 data per second are transmitted from the PLC, can the Window 10 IoT Enterprise server handle it enough?
Also, can you guarantee the network connection?

There is no available app for SCADA on Windows 10 IoT Core.

I have worked on a few HMI systems that have run on Windows XP Embedded and WES7. Windows 10 IoT Enterprise should work fine as an HMI. As far as deterministic performance to handle the data, it depends on the architecture and the distribution of control. Some have implemented a distributed RTOS solution (i.e. TenAsys INtime® Distributed RTOS) and just use Windows as a front end to interact with the RTOS.
