Using a plain text to create a data dictionary in Machine Learning Studio

I am new for Machine Learning Studio, and have a small project. I have one txt file, see the attach, and I would like to create a data dictionary by using the Machine Learning Studio. I am sorry I can not open your .txt file. And I wanna check again, are you working on Machine Learning studio classic or Machine Learning designer?

Sorry for the late response. We don't have any guidance about how to create a data dictionary, this will be a feedback forwarded to our content group for improvement.
