Agree with Andy, please try with other browsers to check if you are able to save the changes.
If you don't mind, you may also try with Powershell.

My case was solved using Microsoft Edge's "incognito guide".
In Powershell it returned that it was already activated:
PS C:\> Enable-OrganizationCustomization
"This operation is not required. The organization is already enabled for customization."
Hope it helps someone else.
What do you mean in Edge incognito guide?
Does that mean that you have just opened web interface for O365 in Edge browser (in incognito mode) and it worked for you? Unfortunatelly it doesn't work for us...
We are dealing with the same issue: Error executing request... enable-organizationCustomization.....
If we do an exchange online powershell connection, and running command Enable-OrganizationCustomization throws that it's already enabled.
open powershell as admin
connect to exchange
write this command : Enable-OrganizationCustomization -Confirm
and confirm it.
then you can create any policy you want.

This also happened for a new tenant that we have. Spent hours trying to add the policy.
Please try to run this in powershell, before trying to create the policy in the Security and Compliance Center, to see if it helps:
Enable-OrganizationCustomization
You have to be connected to Exchange Online.

I've faced the same problem couple times with a few of my customers and was able to use PowerShell to achieve the same result.

No I was told I would need to upgrade to the enterprise version... I had to just find a workaround and bypass Outlook all together

I see this occasionally lately as well.
I think there is some throttling going on that is backing the requests off or slowing them down.
I'd try again in a bit.
Ok, I assume you have the right perms... and that you have both Global Admin Security Admin roles.
If it continues, then I would try a different browser - or try in incognito mode and see if that makes a difference.
If not, I would open a ticket with 365 support.
