As this issue is not about Excel clients, I would remove the tag "office-excel-itpro".
Thanks for your understanding.

What are the event ID's and where are you seeing them, i.e. SYSTEM or APPLICATION event log?

Search, Recover, & Extract Mailboxes, Folders, & Email Items from Offline Exchange Mailbox and Public Folder EDB's and Live Exchange Servers or Import/Migrate direct from Offline EDB to Any Production Exchange Server, even cross version i.e. 2003 --> 2007 --> 2010 --> 2013 --> 2016 --> 2019 --> Exchange Online with Lucid8's DigiScope

Hi @RASHMAAR-2635 ,
According to the description of the security update for KB6000871. Exchange services might remain in a disable state after you install this security update. Please try to setup the start up type to Automatic and start the affected Exchange services manually.
For more infomration you could refer to: Description of the security update for Microsoft Exchange Server 2019, 2016, and 2013: March 2, 2021 (KB5000871)

According to the error infromation, the Microsoft Exchange Active Directory Topology service did not start successfully. Almost all Exchange-related services depend on the Microsoft Exchange Active Directory Topology service. Please follow the method in the link below to increase the value that caused the service timeout. Then restart the computer and try to start the Microsoft Exchange Active Directory Topology service again.

Hi @LucasLiu-MSFT
1. All services in automatic state , And I tried to start them manually without success.
2. I added the entry to Registry and the server restarted, and still not working

Hi @RASHMAAR-2635 ,
Please check if the SharedWebConfig.config file exists in the following path:
C:\Program Files\Microsoft\Exchange Server\V15\FrontEnd\HttpProxy
C:\Program Files\Microsoft\Exchange Server\V15\ClientAccess

According to the research of similar cases, I found that the dll was lost after the update failed, and then the service failed to restart. Can you compare with other Exchange servers of the same version? According to the user's description, the path of the missing dll file is: Program Files \ Microsoft \ Exchange Server \ V15 \ Bin.

In addition, when you start the service, is there any specific error pop-up?
