Send push notification to a specific Android device

I'm not able to send a push notification to a specific Android device, all my devices receive the message.
This is body of my push notification:

The same message is working correctly if it is sent directly to Firebase.

The "to" parameter is not supported?

in order to send push notification to specific device you need to use tags when register for push notification. And then deliver push notification using these tags. See Targeting specific registrations.
