Winlogon notication subscriber warning for frxsvc - black screen / takes 60 seconds to login

I recently built a new windows 2019 terminal server and some users are having delays on login and they just see a black screen (before the desktop icons) for 60 seconds or more. Then I checked the event log and see these: The winlogon notification subscriber <frxsvc> took 60 second(s) to handle the notification event (StartShell). The winlogon notification subscriber <frxsvc> is taking long time to handle the notification event (StartShell). I tried checking around but the threads I found are only similar in a way that they get the winlogon notication warning but not a lot about the fslogix service (frxsvc). Please help.
