Do you have any operations before this issue occurred?
If this issue only exists in specific user, we recommend you try to disable this user in Skype for Business Server and re-enable it to see if it can be fixed.
In addition, please try to change another device to see if it can be reproduced.
At the same time , please check if there is any error messages from the event log in Skype for Business Server.

Does this issue exist all the time? Some users reported they sigh out mobile apps completed but the mobile apps client keep ring.

Do you have any operations before this issue occurred? NO, only general only mobile apps version update?
Disable-csuser will loss all the contact list and conference record, it is the option?

Do you mean the SFB mobile will ring if users log out Skype for Business client?
Disable user is a workaround for you to check if this issue is persist only on specific users.
