Yes, Microsoft Teams Rooms is available in GCC environment.
Microsoft Teams Rooms is not supported in Microsoft 365 or Office 365 operated by 21Vianet, or in GCC-High, or DoD environments. For more details, please read this article.

I've noticed that GCC High has been removed from the Teams Rooms exception list in the article you linked. However I am still unable to use Teams Rooms in our GCC High tenant (Devices tab does not exist in the admin panel).
Do you have any updates for Teams Rooms GCC High?

I searched many documents but didn't get anything about Teams Rooms in GCC High environment. I will pay attention to this feature, any update I will share with you as soon as possible.
A Microsoft Rep at the Austin CS2 conference mentioned that Teams Rooms was coming to GCC High. I can't remember his name though.
His name is Emilio. This is one confusing topic. One says not supported, other says it is supported. I have not been able to get a device to work on GCC H tenant. Worked with the device support and Microsoft GCC H support, but went nowhere.
