Can we create Cluster of Self-Hosted Agents for Azure DevOps?

While creating a Self-Hosted Agent, i would like to create multiple agents for a organisation. I maintain multiple organisation and multiple self-hosted agents on different server. I want to centralize the Agents to certain cluster of machines which can then interact with server machines. Is there a way to create clusters for AzureDevOps Self-Hosted Agents? Or is there a need for one? 1. One way to have a couple of Machines each with Self-Hosted Agents connected with the same agent pool. In this way, i suppose the Pipeline will automatically pick up the free process. 2. If there is a way to create cluster like setup, how can that be done?
