Why is the formula bar of data validation function in Excel's data validation menu so short?

Question

For example, if "custom" is selected in the "validation conditions"; of the "data validation" function of Excel, the formula bar below is particularly short. Can the software developer make the visual length or width of its modification larger. When using the array displacement function, this formula column is not suitable for writing long formula at all.
