Exchange 2013 cu23 owa and ecp are broken after installing zeroday attack patchs

my exchange 2013 cu23 servers owa and ecp are not accessible after installing zero day attack mentioned here https://www.microsoft.com/security/blog/2021/03/02/hafnium-targeting-exchange-servers/

even after rebuilding the owa and ecp ,still have the same issue .... any one had this issue after installing them
