This error is typically received due to issues with the A record you have listed in your DNS for your custom domain. Can you please verify that you are using the correct A record and that you do not have multiple A records that could cause conflict? To ensure you are using the correct inbound IP address, please see the properties blade of your web app in the Azure portal and verify that the virtual IP address matches what you have set in your DNS settings. Also, unless you need an A record for a specific purpose, we recommend using a CNAME instead due to the fact that A records can be changed (very rare), unless you're using an IP based SSL cert binding which then does make your inbound IP address static, which means we do not technically consider your inbound IP address static. Using a CNAME ensures no DNS issues will impact your site availability, even if there is a change to your inbound IP address.
