Windows Server 2019 folder permission problem

hi all,

i created a share folder in windows server 2019 for windows 7 and windows 10 client,
and assign READ and WRITE(copy and paste), not allow modify and delete permission to this share folder

in windows 7 clients, i can save any file to this folder, everything is fine.
but in windows 10, when i try to save files to same share folder with same username,
some of file cannot be saved to this share folder, and show me error "You need permission to perform this action"
is it windows 10 or Server 2019 or my pemission setting problem ? how to fix this problem??

Share Folder name: shareFolder

shareFolder's premission for user_a:

Traverse Folder/Execute File --> CHECKED
List Folder/Read Data --> CHECKED
Read Attributes --> CHECKED
Read Extended Attributes --> CHECKED
Create Files/Write Data --> CHECKED
Create Folders/Append Data --> CHECKED
Write Attributes --> CHECKED
Write Extended Attributes
Delete Subfolders and Files
Delete
Read Permissions --> CHECKED
Change Permissions
Take Ownership

i can read and write(copy and paste) files to this share folder, and all files in this share folder cannot be deleted and modified, everything is fine.

txt, png, docx, pptx, some mp4 can be writed((copy and paste) to this share folder

but jpg, some of mp4 cannot be save to this share folder, and show me "You need permission to perform this action"

Make sure you have installed all updates for Windows.
What is your network profile, is it Domain, Public or Private?
Is there any different in size of the file? Let say are you able to transfer smaller files with jpg format?

Look for restrictions configurations on your File Server Resource Manager.

For those JPG and MP4 file cannot be write . do they have some similarities , some pattern?
Do you have another win10 to test the same issue?

thanks to all reply, but the problem still exist

i have not setup any restrictions , but i found that , when i copy some jpg and some docx file from windows 10 , it will generate a 0 kb filename 1st in share folder , and then re-copy the file to this share folder, because i setup a read+write (but not allow to overwrite ,modify and delete) permission in this share folder , so that the 0 kb filename cannot be overwrited, and show me "You need permission to perform this action". this problem only find in windows 10 clients, if i copy the same file to same shared folder from Windows 7 clients, everything is fine.

now i try 2 temporary solutions,
1) if i found the docx have this problem , i will open this docx with office 2016 in windows 10 and re-save its again, and then copy and paste this docx to server's shared folder, but if jpg have this problem, i will have no idea, i need to copy this jpg to windows 7 client 1st and then copy and paste to share folder

2) assign "Write Extended Attributes" to create owner
