If remove ECP virtual directory external URL and leave it empty, what kind of effect will it have? will it just prevent and internet connection to https://domain/ecp?

Removing the external URL of ECP won't prevent external access from internet.
If there are any firewall servers or reverse proxy servers in your environment, I think the best practice should be setup some rules to restrict access from external on these servers.

Agree with Ashok, please post the detailed Exchange setup log about the error message.

How are you running the setup - GUI or command prompt? Please share the error message from that setup to assist (cover your personal information while sharing). Also, you can share the logs from <system drive>:\ExchangeSetupLogs\ExchangeSetup.log
This error looks like issue while installing windows pre-requisites. Please make sure to install all windows pre-requisites and restart the server before running the Exchange setup.
