Do you turn on Dictate feature in Word?
I do a test on my test environment with Microsoft 365 apps installed, I find that if you turn it on in Word, when you are editing your content, this feature would not stop working automatically.
To turn it off, you may click the Dictate icon or other icons which are out of Word window, you may also minimize the Word program.
If you are using other Speech function, such as Speech Recognition in Windows 10, and you mean this feature starts up automatically turned on every time you turn on the computer, you may go to Control Panel > Ease of Access > Speech Recognition > Advanced Speech options > Uncheck the box of "Run Speech Recognition at start up.
