How to intract PHP7.1 to .NET framework 4.5 x86

We are not able to access dll's after we registering to the GAC which are bulid on .net framework 4.5. How to register the dll's with GAC on fly and access them to on PHP side. Any possibility of accessing dll's with out regestering to GAC.

We have tried with old version of PHP5.5 to NET framework 4.5 and it got worked, wherein after upgrading the version of PHP7.1 , we are not able to initiate the call with .NET side. Could someone help us to proceed further?. Thanks
