NickA-99 posted an answer in TechNet that lead me to a working solution!
The July servicing stack update was the answer! (KB4565354 in the update catalog for those wondering).

So the correct order is:

  1. 2020-07 Servicing Stack update (KB4565354), then

  2. 2020-07 Rollup (KB4565524) or 2020-07 Security only (KB4565539)

Sticking to that order seems to work. NickA-99 was incredibly helpful!

Hi,

Windows Server 2008&Windows Server 2008R2 have end of support since Jan. 2020. We recommend to upgrade to upper system version such as Windows Server 2016 or Windows Server 2019.

For you issue, are there any error message occur in recorded in the Event Viewer(Windows Logs\Applications, Setup, System)? Please try to disable third party software temporarily, and re-install this update in Clean Boot environment.

I'd verify system and servicing health by running;
sfc /scannow

also system update readiness tool

https://support.microsoft.com/en-us/kb/947821

Then check for errors in;
%SYSTEMROOT%\Logs\CBS\CheckSUR.log

Thanks for the tip. It helps me to install the security only update.
However after restarted, the security update was reverted :(.
This happened on 2008R2 DC server with ESU.

If anyone has found a fix please advise.

Well I was able to fix it after multiple reboots and manual patches. Our server was very badly managed and patched hence it took me 3 days to complete the troubleshooting and fixing this.

Note - we are in SCCM env hence I removed the client from my server 2008 R2.

Disabled Windows update service and deleted the Software distribution folder
Restarted the service
Ran Windows update scan again and installed updates - restarted the server
Installed ->

  1. Uninstalled KB4474419 - RESTARTED

  2. Ran Windows update scan again and there were few updates showing up now hence installed those all too - RESTARTED

  3. windows6.1-kb4550738-x64_5d74d1035b6700c74ffa3b9a789d5d36e2bec497

  4. windows6.1-kb4490628-x64_d3de52d6987f7c8bdc2c015dca69eac96047c76e

I am also facing this several times.

Solution: you should install respective Servicing Stack Updates.

After that check for updates online microsoft will detect recommended patches automatically.

If it not works,you should install previous servicing stack update first and check update online.

I was able to rectify this error by installing the latest SSUs in sequence as instructed in this url.

  1. Ensure “TrustedInstaller” Service Is Running

  2. Check Existing Servicing Stack Version, Install the latest SSU,.. it will Upgraded Windows Modules Installer
