If I am right, member server is just a machine with Windows Server OS, joined Active Director Domain Controller machine.
Active Director has been deployed at Domain Controller. That’s why users and OU are also at Domain Controller.
Can I deploy print server and network printer at member server?

You're right. I read an article and deploy Print Server and Network Printer, While deploying Group Policy or permission or both are also required depending on requirement.
If we deploy Print Server and Network Printer in member server and AD has been setup at DC, how to deploy Group Policy and permission in member server as OU and Groups are created in DC.
