Diagnosing "Data In" for an App Service

Is the "Data In" metric on app service dashboards the sum of all request body sizes? If so, what's the easiest way to zero in on precisely what requests were the biggest in a given small window of time?

You are correct, Data In represents all data coming into your app, see https://docs.microsoft.com/en-us/azure/app-service/web-sites-monitor#understand-metrics and https://docs.microsoft.com/en-us/azure/azure-monitor/essentials/metrics-supported#microsoftwebsites. If you want to get more granular details about what's in the request and how big it is, you can enable application insights on your app service. You can easily enable it without any code changes, see https://docs.microsoft.com/en-us/azure/azure-monitor/app/azure-web-apps?tabs=net#enable-application-insights.
