Public folders not working after hotfix KB5000871

After updating our Exchange 2013 server to the CU23 update and then installing the KB5000871 security patch I am no longer able to receive emails to our public folders. This is the case both for internal and external messages. The messages do not bounce they just seem to disappear. If I set the public folder to forward the message the email appears in the forwarded box but the message is not present in the public folder even if the checkbox to keep a message in the public folder is enabled. Once the message is forwarded I am able to drag and drop the message to the public folder and users can access the message normally. Messages to regular mailboxes seem to be working fine.

Any help troubleshooting this would be appreciated TIA

Have you checked email in this public folder on OWA?

Please try to create a new public folder and enable the email. Then try to send a test email to it and see if it can be received normally.

Please try to run the following command move public folder mailbox where the public folder is located to a new database, then try to send a test email to it again.

 New-MoveRequest -Identity <> -TargetDatabase <>

When I look in OWA I see the same thing.
I created a new public folder but I am still having the same issue as before. I can forward the mail to another mailbox from the public folder the mail will never appear in that folder.
Do you want me to create a new database? I only have one currently.

Hi @GrahamFischerCorners-8102 ,
If OWA has the same problem, it means that there is a issue with the Public folder on the server side. You could try to create a new databse and then move the public folder mailbox to the new database.

You could also create a transport rule to redirect the email send to public folder to the same public folder. As a workaround.

Thanks for the update. I attempted to set the transport rule but it does not seem to work. I am using rules as a workaround now but from outlook. When I try to move the folder I get an error that the object cannot be found.

Are you moving a public folder?
The command line I provided above is mobile Public folder mailbox. But you could also run the following command to move the public folder first. Then you could run the above command to move the public folder mailbox.

 New-PublicFolderMoveRequest -Folders <> -TargetMailbox <>
