Is this "randomly" selected or its a "calculated recommendation"?

@AndriyBilous Thanks for raising this question! Firstly, apologies for the delay in responding here and any inconvenience this issue may have caused.
It's more calculated than random, trying to match capacity with geo( "trying to find somewhere close to you that has the most available capacity")

I haven't seen any document stating that the Azure chooses right location for you.
It has been always random for me. When I create resources, it has been giving default location selected from US, India & Australia.. so it's random in my opinion
But key thing is to choose the location which is near to you or customers who will be accessing the resources and data
