We are planning to migrate SCVMM to a new server and have the following in place:

  1. SCVMM 2016 Rollup 10 is installed on a physical server with server 2016 and SQL 2016 installed locally with the default local library server
  2. A new Physical server is now in place with Server 2019 installed and a new server name (FQDN) and new IP.
  3. The objective is to migrate SCVMM 2016 to SCVMM 2019 on the new physical server, is the below the best approach?
  4. Open SQL 2016 and backup VMM Database
  5. Use Windows explorer to copy SCVMM 2016 library server contents to new physical Server 2019 hard drive
  6. uninstall SCVMM 2016 and shutdown machine
  7. Install SQL 2019 onto new Server 2019 machine and import SCVMM 2016 Database
  8. Start SCVMM 2019 installation and point to imported Database and select to Upgrade when prompted
  9. Open SCVMM 2019 to check install all ok
  10. Update VMM Agents
  11. Optionally re-associate hosts if needed
  12. Use windows explorer to move items from old SCVMM server to new SCVMM 2019 Local default Library Share

@Michael-old , I notice we will upgrade the SQL version. Please go through the SQL upgrade article to make sure the migration can be successfully:
    https://learn.microsoft.com/en-us/sql/database-engine/install-windows/supported-version-and-edition-upgrades-version-15?view=sql-server-ver15

For the main steps we listed, I think it is OK. We can see more details in the following link:
    https://learn.microsoft.com/en-us/system-center/vmm/upgrade-vmm?view=sc-vmm-2019
