Is anyone having luck installing the 2021 March CU on Server 2016?

All 2016 servers I've tried are getting stuck at 23%.

This seems to explain the problem (KB4601392), which I found here:

"follow only steps 1, 2 and 4a from Reset Windows Update components manually," in other words:

First, reboot, then:

  1. Run CMD (as admin)

  2. Run the following:
    net stop bits
    net stop wuauserv note: this will not stop; you have to find the PID from the Services tab in Task Manager, then kill that PID
    net stop cryptsvc
    4a. Run the following:
    Ren %Systemroot%\SoftwareDistribution\DataStore DataStore.bak
    Ren %Systemroot%\SoftwareDistribution\Download Download.bak
    Ren %Systemroot%\System32\catroot2 catroot2.bak

Reboot again, then run Windows Update.

So, lesson learned: not all Windows Update resets are created equal. These steps are working in my case.

Try installing the latest SSU

followed by the latest cumulative update.

Tried that too--the SSU just gets stuck at "Copying packages to the Windows Update cache..."

Tried Windows Update reset too. Neither the March update nor the SSU install, whether by Windows Update or by stand-alone installers.

Given that its a known issue I'd suggest starting a case here with product support.
