You should report this issue through the SmartScreen portal and incase you are the website owner, you have to fill up the form as the website owner and wait for the response.

You will get a lot of information on manage warnings about unsafe sites in the web...kindly go through them.

You could turn off SmartScreen in Windows Security and Internet Explorer to pass malicious website protection, but there is a security risk for your system.
Besides, you could use another browser for the link, such as Chrome or Firefox, but I think the result should be same.
