When a user of mine tries to upload a file by clicking the attach button on outlook, no browse option (dialogue box) comes up and mouse input to the window is disabled. However, the drag and drop functions as it should... what could be the issue?

Does this problem also occure with other apps of Office online server?
Which browser does this user use?
Please keep the web browser up to date.
You may add the URL of Outlook Web App on IE as one Trusted Site.
Besides, please go to IE browser > Tools > Internet options > Security > Trusted Sites > Custom Level, make sure the option of "Include local directory path when uploading files to a server" is enabled.

I followed the steps you gave and it still freezes up. I am thinking that it is an issue specific to that user... the user has access to shared mailboxes and I am able to upload without issues...
What are some other steps I could take?

Is this account an Exchange account?
I would like to suggest the user log this account on computers of some users who do not enocunter the same issue.
