Excel policy does not apply

Question

After installing Office 2016 (version: 1908.11929.20776) on various Machines and configuring the userpolicy disable custom items in UI, I am still able to get External data. See screenshot:

I used the command ID's from the website https://github.com/OfficeDev/office-fluent-ui-command-identifiers/blob/master/Office%20365/Semi-Annual/excelcontrols.xlsx.

I am troubleshooting this issue on Windows Server 2016 Standard Evaluation (Version 10.0.14393 Build 14393) but the same issue appears in our test-environment.

How can I apply this policy-setting?
