Migration Error: value does not fall within the expected range (Windows Admin Center) HELP

I am getting a "value does not fall within the expected range" when I try to scan the source server (from Windows Admin Center) that I am migrating storage from. Has anyone had this happen before or have a workaround/solution. I really need to migrate from an older 700 series Blade server 4 cores (no VM Role available) PLEASE HELP.

I am also getting this odd attempt to finish installation of .NET Framework 3.5 when the server starts but then it stops halfway and says another installation already running. I am not sure if the two issues are connected.

something I did notice was that it keep saying 127.0.0.1:port# refused to connect. I turned off the firewall completely on all connections while testing and it still is saying it will not connect.

    For Server 2019, update system to the latest build. The latest CU is KB5001568.
