Adding replacement EX16 server and moving users

Existing EX16 CU9. Added second EX16 CU19 server to replace EX16 CU9 (currently offline) on same subnet and same AD. New CU19 is mostly configured for operation. How do i port users from old CU9 server to cu19 server. Am i to understand that i cant do a mailbox move? It seems that the CU9 server is the primary and mail is flowing through it. Sending from a test mailbox on CU19 gets stuck in the queue even though the send connectors are active and i can ping the destination relay. I've seen it suggested to create a DAG (which i have never had to do before) and seed the databases, and then make the new server the primary. I have no idea if this will work. Under the gun here to get mail back online asap.

You have to bring that other server online if you want to move mailboxes.

Why not quickly upgrade and patch the CU9 server?

The CU9 has already been tagged with hafnium and offline for that reason. I'm scrambling to find a way to get back online safely. The CU19 is already built but its a frankenstein and only supposed to be a temporary measure until i can blow up the CU9 and rebuild it. Are you familiar with this guys procedure? https://jaapwesselius.com/ for rebuilding after this event? Have you had any experience doing this?

Yes I have experience with that and know Jaap personally. :)
You can trust his procedures and you can use that technique and rebuild the CU9 server - then restore from backup

It seems like under those circumstances i can leave the mdb vol and the logs vol intact? They are on two separate raid vols installed. Del the system disk, reinstall windows, install in recovermode to the newer CU19, and the E: and F: vols should still be available with all the mdb's and logs?

Thanks for the help.

One last question regarding this procedure... I don't have to uninstall the exchange, correct?... just power down and reset the computer account in AD... then reinstall windows on the same hardware using the same computer name and ip address, and rejoin to the domain?
