You can still use PFs for that, if the solution worked for you there's no need to reinvent it. There's not much new in O365 on that front sadly, Office 365 Groups for example dont expose the Contacts folder so they're not applicable. Storing the contacts in shared mailboxes is an option, putting them in the GAL is another one, and you can also explore a solution based on SPO/Microsoft Lists and even add it as a Tab/page in Teams.
