How to share out Downloads folder in Multi app kiosk mode on WIN10 device?

I currently have Win10 devices running in Multi App Kiosk mode that I have configured in Intune. One of the apps I am running is Microsoft Edge.

Use case: To have users access an app via Edge browser and have the ability to download csv files to download folder. Once csv file is downloaded would like a file mover grab csv from the download folder. (I've shared out the download folder).

My issue I'm having is gaining access to the shared download folder. If I turn off the firewall it prompts me for my credentials and it works as it should. So my guess it has something to do with my firewall settings. I've tried enabling numerous rules with SMB but still can't get this to work unless I pull down the firewall.

Any help with this is greatly appreciated.
