Is it possible to re-use or transfer an exsisting SQL Server 2017 license to a different Instance running on a new virtual machine or server ?

We are currently looking to migrate SQL databases from an existing windows server machine to new one. And was wondering if the licenses are transferable. Either between new machine or new virtual machines

There are lot of variables here. Is it P2P or P2V or V2V migration ? If you are moving to VMware where you have licensed all cores of the host then without any doubt you can migrate. Starting from SQL Server 2012 for mobility rights you need to have Software Assurance purchased, do you have it. If so you should be able to migrate assuming cores and will remains same.

If you are migrating by failover and using SQL Server 2014 and above then again you need SA.

If you have volume license agreement then migration would be covered under that.

My suggestion is you get in touch with licensing expert of your region and walk him through your scenario, you will get absolute answer there
