This is an error with Steam application.
Try uninstall it and restart your PC and then re-install it.
It is present unsder:
C:\Windows\System32
Try re-registering the specific dll file
Go to start
Search for command prompt
Right click and run as administrator
Execute this command on the window regsvr32 win32u.dll
If the above doesn't help then You need to copy this dll file from another system running Windows 10 and paste it under the above location. Else you may download this dll file from the web.
Your attached picture shows the System Error occurred on steams.exe.
So the first thing we can try is uninstall current steam platform then reinstall it from https://store.steampowered.com/about/
After this, doing a SFC scan and DISM scan to resolve the issue. It could be possible that it got corrupted. Here is an article with steps on how to do these two which repairs any broken/corrupted files found on your system.
