To exclude the client issue, we recommend you login in Teams web client to see if it works. If there is no issue, this issue may related to the client itself. In this case, please make sure you have the latest version of Teams client and try to clear Teams client cache to see if it can be fixed.

I can open PDF without IRM enabled. I can preview and open it from MS teams directly.
Even I use the web Team, the same issue happens.

According to the error message, it seems you should install a compatible PDF reader in your device, and Teams seems do not support to open the protected PDF files directly.
Why I cannot press the button "Open in Browser" when I click the PDF?
Also, is there any timeline when Teams will support to open protected PDF in future?
