Azure Synapse Analytics Instance Scaling - Pool separation

When scaling OUT a Synapse Analytics Instance, will this allow multiple pools to sit on-top of a single data warehouse and be online at the same time?

Example:
So that one is always running at say 200 DWU for simple queries and another that we can scale up and down as needed for loading data and in doing this, will these data pools stay out of each others way?

    I have a feeling that there is small confusion regarding the names of the entities.

    "Azure Synapse Analytics workspace" is basically the equivalent to the "Azure Logical SQL Server". I means that these provide the rapper (a logical instance) to manage the attached entities. Azure Synapse Analytics workspace can include Azure Synapse Pools and Azure Spark Pools, just as the Azure Logical SQL Server can include Azure SQL Databases and Azure Synapse Pool (Notice that Synapse Pools can be attached to Azure SQL Server as well as to Azure Synapse Analytics workspace).
