Updating an Admin Profile after admin quits

We need to update and remove an admin profile from our Microsoft Company account. Only issue is that the current admin quit suddenly and the two step authentication was set to his personal phone # and mobile device. The system will not allow me to sign in to that account even though I have the username and password since I don't have access to the devices used for the 2-step process. How do I get this updated and remove the daily remind of that person's utter incompentence.

To clarify this issue, could you please tell us that which product you want to sign? Is it intune?
