I would think that you would have better luck asking this question in an Apple forum.
You haven't provided any specific information. We have no idea what application you are using, what version it is, what data you have entered, what all you have clicked on, (other than saveas), when the problem started, or if your problem exists just on this one application or is a general problem with your Mac and affects other applications.
With no details to go on, I would suggest rebooting and see if the problem goes away.
Please elaborate your issue in details.

Based on you descriptions, I guess you may use Windows 10 Office and the "Save as "dialog box does not pop up when you are about to save your file.
Firstly, I would like to check whether you have used the Windows Office version specifically designed for Mac. If so, you can try to use the following tips to solve your issue:
1.On the top left of your Mac, choose "Files" and click "Save as".
2.Press "Command-Shift-S", then to see if the "Save as" dialog will pop up.
