Virtual Machine and Storage account creation issue in MCT subscription account

Hi, I just started with "MCT Developer Software & Services subscription" i am in learning phase of Azure. While i am creating "Windows Virtual Machine" or creating "storage account" getting below error message. I already had $150 credit with me. Please do let me know am i eligible for which services of Microsoft Azure. Kindly help to resolve below issue. Error RequestDisallowedByPolicy Regds Imran
