Upgrade Windows Server 2012 R2 to 2019 - License

Hi

My customer is willing to upgrade his Windows Server 2012 R2 Standard to 2019 Standard. Does he require to purchase any license ?

If no license required, any procedure to activate windows once upgraded?

Thanks
Hugo
