You may get "update is not applicable" for a couple of reasons. Either the prerequisite SSU has not been installed
https://support.microsoft.com/en-us/topic/servicing-stack-update-for-windows-10-version-1809-august-11-2020-8556774b-6173-605d-c566-eb9b9eef76e1

or a newer cumulative update has been installed. You can check the results of
(Get-HotFix | Sort-Object -Property InstalledOn)

Hi,
KB4565349 has been replaced by KB5001638.

You can download the latest update to see if it solves the problem:
https://support.microsoft.com/en-us/topic/march-18-2021-kb5001638-os-build-17763-1823-out-of-band-ef7c735f-b6f6-4249-b5a6-0d11a3239b32
If you are using Windows Update, the latest SSU (KB5000859) will be offered to you automatically. To get the standalone package for the latest SSU, search for it in the Microsoft Update Catalog.

Hope above information can help you.

This KB5001638 is for the Build version 17763.1823 but my server running the Build 17763.1457.
I'm seeing that KBKB4570333 is that suitable? Please advise.
