Can anyone direct me how to create a group policy in Group Policy management to import favorites from IE to Edge browser? This policy will then be applied to a all the machines in an OU via active directory.

1. If you had not downloaded and installed the Edge Group Policy template before then I suggest you refer to this document and follow the steps to install it. If you had already done this then you can skip this step.
2. Further, try to search for Allow importing of favorites policy and enabled it.
Group Policy (ADMX) info:
GP unique name: ImportFavorites
GP name: Allow importing of favorites
GP path (Mandatory): Administrative Templates/Microsoft Edge/
GP ADMX file name: MSEdge.admx
This policy allows users to import favorites from another browser into Microsoft Edge.
If you enable this policy, the Favorites check box is automatically selected in the Import browser data dialog box.
Note: This policy currently manages importing from Internet Explorer (on Windows 7, 8, and 10), Google Chrome (on Windows 7, 8, and 10 and on macOS), Mozilla Firefox (on Windows 7, 8, and 10 and on macOS), and Apple Safari (on macOS) browsers.

I tried both "Allow Importing Favorites" and when that did not work I tried "Keep favorites in sync between IE and MS Edge". Unfortunately none of them worked.
Is there any other suggestion to resolve the problem? Has anyone tried a Power Shell script for similar scenario?

Could you please inform me which Edge browser version you are using on your end?
I was assuming that you are using an MS Edge (Anaheim) browser but from your previous comment, we can see that the Keep favorites in sync between IE and MS Edge policy is for the MS Edge legacy browser. So there is confusion about which Edge browser you are using.
You can try to provide detailed information that may help to narrow down this issue.

We are using Microsoft Edge
Version 89.0.774.75 (Official build) (64-bit)
And Group Policy Management Editor is Version: 6.0.0.1

I've tried the same configuration with Microsoft Edge build 96.0.1054.62 and the same build policy ADMX files to no avail. The policy is applied succesfully, but the import is not automatically done during first run. Manual import works fine.
Yes, The template was already installed by a coworker, so I applied the "Automatically import another browser's data and settings at first run" which did not work. So, I tried another one which is "Allowing importing of favorites" and that did not work either.

Further, you can launch the Edge browser and type edge://policy/ in the address bar and press the Enter key.
It will display the list of the applied policies.
You can try to check whether the import favorites policy is listed there or not.

It can help to know whether the policy has been applied properly or not.
If anyone else is tracking this thread, verified this was a known issue with MS support. This is fixed on MS Edge latest builds 100.0.1185.29 and newer.
